Employees representing 4 percent of the work force of Canada Post, the government-owned letter carrier, have threatened to strike by Dec. 8 unless they receive improvements in health benefits and job security.
Of the 2,600 members of the Union of Postal Communications Employees, 73 percent voted to strike, Luc Guevremont, the union's president, said yesterday in Ottawa. His union, the smallest of four at Canada Post, represents mostly clerical workers like customer service agents.

Canada Post, which has a monopoly on letter mail and competes with companies like United Parcel Service for packages, said a strike would not disrupt service.
"These people don't handle the mail," a spokesman, John Caines, said.
The postal communications employees have been without a contract since the end of October, and have been negotiating with their employer since July, Mr. Guevremont said. The two sides are scheduled to resume negotiations on Monday.
