Michael Maren: The food-aid racket

En kort text (ursprungligen ett tal) om erfarenheter inom biståndssvängen i Afrika. Hur det amerikanska biståndet snurrar mellan avsättning för jordbruksproduktion, maktspel och goa jobb för biståndsbyråkratin.

"I know that you don't want to be part of this problem. You'll tell me that you can change all of this, that you want to work within the bureaucracy to reform the bureaucracy. But in a couple of years you're going to be in Ouagadougou or Gaborone making a very good salary. The years will pass and you'll find yourself with two kids in an expensive private school in New England, and you're going to have perfected skills that aren't very useful outside of the Third World. You're going to think about quitting, about raising hell, but you won't be able to. Because by then you, too, will have become part of the never-ending cycle of aid."

Texten anknyter till men tar inte direkt upp att roten till problemet inte hittas i överproduktion i ett subventionerat amerikansk jordbruk utan att en hel del bistånd runt på sin "egen" logik. Biståndsorganisation --> bistånd --> mer biståndsorgatnisation. Biståndsorganisationens syfte blir att växa, förörja sin egen byråkrati och hafsa åt sig mer pengar (från privatpersoner eller stater - där skapande efterfrågan åt statens egna kapitalister kan väga tungt). Något som helst "good" för mottagarna av biståndet är då inte drivkraften i systemet. I bästa fall är det en bieffekt av att biståndsorganisationen drar in cash för att bli en än större biståndsorganisation. Ofta är det inte ens det. Hur många som tar del av tex. jordbruksförbättrar kurser eller HIV-prevention spelar inte så stor roll, det vikitga är hur det kan speglas (tex. genom att bjuda proselyter på middag eller cash i utbyte mot att de står som kursdeltagare) på papper för att locka mera pengar till organisationen.
